On March 4, 2022, the russian occupying forces occupied the ZNPP with the use of heavy weapons. As a result of the armed assault, the building of the reactor department on the site, the educational and training center, and the administrative building were damaged, a fire broke out, which put humanity at risk of a radiological disaster, - notes the Public Association "Anti-Crisis Expert Nuclear Center".
"Anti-Crisis Expert Nuclear Center" reminds that there are 7 nuclear installations on the site of the ZNPP: 6 VVER-1000 reactors and a container-type dry storage of spent nuclear fuel. There are temporary storage facilities for radioactive waste, storage facilities for fresh nuclear fuel - that is, a large amount of nuclear materials and radioactive substances are stored on the site.
Experts also note that the military forces occupying the ZNPP are equipped with heavy equipment, including guns, as well as vehicles for transporting weapons, ammunition, explosives and troops. "The occupiers created fire positions near the station and on the industrial site of the nuclear power plant, mined the area around the nuclear power plant. In this way, the russian military actually turned the nuclear power plant into a military base both for storing weapons and as a launching pad for an attack", the Center emphasizes.
According to experts, "the physical protection of the ZNPP corresponded to the best world standards before the occupation. Poor attempts to restore the system of physical protection of the perimeter on the part of the occupiers turned into profanation. In particular, perimeter video surveillance cameras were connected to bypass the software of the physical protection system of the station, but they could not achieve adequate operation of the sensors. Today, there are completely no technical means of controlling access to restricted areas, routing and controlling the movement of personnel. As in the beginning of the seventies of the last century, narrow places were blocked by guards”.
russia violated all the fundamental principles of nuclear safety and its obligations under international conventions that created the international regime of nuclear and radiation safety, which was established after the accident at the Chernobyl nuclear power plant. Experts, in particular, state that as of March 4, 2024, the ZNPP has not produced electricity since the second decade of September 2022; of the 10 power transmission lines that were available before the occupation - four 750 kV and six 330 kV - today only one 750 kV line from the UES of Ukraine is operating for the supply of electricity for domestic needs; during the period of occupation, the ZNPP lost its external power supply 8 times.
In addition, according to the information of the Anti-Crisis Expert Nuclear Center, only 30-40% of routine maintenance and repairs of technological equipment were performed during this period; the stay of some power units alternately in hot and cold shutdown beyond the regular 100 hours per year led to damage to steam generators and repeated leakage of coolant from the first to the second circuit.
It is also recalled that after the explosion of the Kakhovskaya Dam in July 2023, the threat of a shortage of water for cooling reactors and nuclear fuel in 6 near-reactor holding pools increased. At the same time, the occupiers built structures on the industrial site that were not provided for by the ZNPP project, including drilled wells next to the site, without carrying out an assessment of the impact on NRR due to the change in the geological situation, which can lead to landslides under the foundations of buildings.
Experts note that the number of personnel at the ZNPP decreased from 11,000 (by March 4, 2022) to 3.5-4,000, licensed personnel - from 200 to 22 (who have personal Ukrainian licenses from the State Nuclear Regulatory Inspectorate of Ukraine.
For 2 years, the Ukrainian staff of the ZNPP and their family members have been kidnapped and tortured, with the complicity of the staff of the russian state atomic energy corporation rosatom. This is evidenced, in particular, by the research of the human rights organization Truth Hounds "Nuclear prison: how rosatom turned Europe's largest nuclear power plant into a torture chamber and how the world can stop it", says the report of the Anti-Crisis Expert Nuclear Center.
Therefore, experts emphasize, the risks of a serious accident with the melting of the active zone and, accordingly, as a result, a radiation accident on the territory of Ukraine and neighboring countries, are increasing every day. "For the 733rd day, nuclear terrorists are contributing to the degradation of the ZNPP security systems through the actions of unqualified russian personnel who are unfamiliar with the features of the modernized ZNPP, the presence of weapons and explosive devices near and on the ZNPP site", the message emphasizes.
"russia is a nuclear criminal. After all, she turned a peaceful atom into a weapon. In particular, the occupiers have created fire positions near the ZNPP, which use the proximity to the plant as a shield to contain the fire, conducting constant shelling of the civilian population in Nikopol and other cities. At the same time, international security bodies in nuclear energy, such as the IAEA and the WAO nuclear power plant, ignore these and other crimes of russia, without depriving it of its right to vote", concludes the Anti-Crisis Expert Nuclear Center.
